HIGHWAYS DEPARTMENT
CONSTRUCTION AND MAINTENANCE WING
C&M wing undertakes major infrastructure projects like widening, strengthening and improvements of roads, construction of bridges, Railway Over Bridges, Grade Separators / Flyovers and formation of bypasses. A total length of 63,956km of Government Roads are under the control of C&M wing, which functions with nine circles and forty-four divisions.
Functions:
- Maintenance of State Highways, Major District Roads, Other District Roads and bridges.
- Restoration of roads and bridges affected by natural calamities like monsoons, floods and Tsunami.
- Widening and Strengthening of roads.
- Construction / Reconstruction of bridges.
- Formation of bypasses.
- Maintenance of ODR - Sugarcane Roads.
The schemes undertaken by this wing are as follows:
Comprehensive Road Infrastructure Development Programme (CRIDP)
Highways department maintains 63,956km length of roads in the category of State Highways, Major District Roads and Other District Roads. Government have introduced the major scheme of Comprehensive Road Infrastructure Development Programme from the year 2005-06 to cater the infrastructure needs. Widening, strengthening/ improvement of existing roads to maintain the service level, construction of culverts, minor/major bridges, protective works etc., are all undertaken in this scheme.
Details of On - Going Projects
CRIDP - SH
o Widening and improvements of 362.32 km length of roads and construction of 35 bridges/ culverts were sanctioned in 2021-22 and the works are in progress at a cost of Rs.675.69 Crore.
o In addition, widening/ improvements to 398.94 km length of roads and construction of 82 bridges / culverts were also taken up as spill-over works at a cost of Rs 1573.59 Crore.
o Widening / improvements to 313 km length of roads and 73 bridges / Culverts have been completed at an expenditure of Rs 1027.16 Crore.
CRIDP - MDR
o Widening and improvements to 266.91km length of roads, construction of 58 bridges/ culverts sanctioned in 2021-22 are in progress at a cost of Rs.326.16 Crore.
o In addition, widening/ improvements to 629.27 km length of roads and construction of 107 bridges/ culverts were also taken up as spillover works at a cost of Rs 1050.16 Crore.
o Widening / improvements to 457 km length of roads and 90 bridges / Culverts have been completed at an expenditure of Rs. 696.50Crore.
CRIDP-ODR
o Widening and improvements to 1133.61 km length of roads, construction of 159 bridges/ culverts sanctioned in 2021-22 are in progress at a cost of Rs.1146.37 Crore.
o In addition, widening/ improvements to 1274.27 km length of roads and construction of 454 bridges / culverts were also taken up as spillover works at a cost of Rs.1679.88 Crore.
o Widening / improvements to 926 km length of roads and 404 bridges / Culverts have been completed at an expenditure of Rs. 1117.57 Crore.
CRIDP - Other District Roads - Special Component Plan
o Widening and improvements to 140.39 km length of roads, sanctioned in 2021-22 are in progress at a cost of Rs.146.47 Crore.
o In addition, widening/ improvements to 167.39 km length of roads and construction of 6 bridges / culverts were also taken up as spill-over works at a cost of Rs 183.00 Crore.
o Widening / improvements to 129 km length of roads and 4 bridges / Culverts have been completed at an expenditure of Rs 94.34 Crore.
Improvements of Riding Quality Program (IRQP)
o Widening and improvements to 2386.60 km length of roads, were sanctioned in 2021-22 and works are in progress at a cost of Rs.768.91 Crore.
o In addition, widening/ improvements to 1806 km length of roads were also taken up as spill-over works at a cost of Rs.619.63 Crore.
o Road works to a length of 1562 km were completed at an expenditure of Rs. 427.98 Crore.
Hon'ble Chief Minister Road Development Plan (CMRDP)
• Upgradation of State Highways connecting district headquarters to four lanes for a length of 2200 Km will be done in a Phased manner
o In the year 2021-22, 255.02 Km taken up and works are in progress
o In the year 2022-23, 147.90 Km taken up and works are in tender stage
• Single and intermediate lane roads connecting taluk headquarters for length of 6700Kms will be upgraded to double lane
In the year 2021-22, 639.10 Km taken up and works are in progress
In the year 2022-23, 524.44 Km taken up and works are in tender stage
• High level Bridges at all unbridged crossings and in lieu of 1281 causeways will be constructed
o In the year 2021-22, 648 Causeways taken up and works are in progress
o In the year 2022-23, 66 Causeways taken up and works are in tender stage
In the Current Financial year 2022-23, vide G.O.Ms.no.191 H&MP(HF2) dept dt.29.09.2022 2263 no of works have been sanctioned at a cost of Rs.5581.00Crore and works are yet to be started.

Formation of bypasses:
Bypasses form part of the transport system that helps in diversion of traffic from entering into congested cities and towns. Bypasses reduce the travelling time of through-traffic. Construction of bypasses assumes top priority in managing the traffic growth in cities.
The Department takes up formation of bypasses in two phases (viz) land acquisition in the first phase and formation of road works in the second phase.
Bypasses under implementation
Bypasses are being formed in SHs to Municipal towns. Bypasses ensure hassle-free through traffic relieving congestion, reducing the vehicle operating cost and saving the commuting time considerably.

Road Safety Works:
According to a study by the United Nations Economic and Social Commission for Asia and the Pacific, road traffic accidents cost India nearly 3% of its gross domestic product a year, or, in absolute terms, about USD 58000 million. Nearly Rs.22,200 crore annually in Tamil Nadu in terms of cost to the victims and families like medical cost, loss of work, productivity, income besides physiological and psychological suffering, cost in terms of damage to the property.
In the SDG of United Nations it has been committed to halve the number of deaths from road crashes by 2020. There is an urgent need to scale up evidence-based interventions and investment. The onus of creating safer cities and transport systems is felt by all stake holders.
Proper intervention and a comprehensive approach in the field of Roads, Education, Health care, Traffic regulation and Law Enforcement would reduce accidents and the Highways Department is striving towards delivering safe roads to the public.
The Highways Department aims at an efficient and safe traffic system. Increased.vehicular population, advent in automobile technology is demanding safer roads.
With increasing road crashes in the country, the Hon’ble Supreme Court of India intervened in the issue and constituted a three member Committee on Road Safety (CoRS), to monitor and review the action taken to reduce accidents. Several instructions and guidelines have been issued.
On similar lines in Highways Dept, under the World Bank funded TNRSP-II project, the issue of road safety is being addressed through Institutional Capacity Enhancement & Road Safety (ICE&RS) component. Institutional arrangements like Road Safety Executive Leadership Group (RSELG) Road Safety Management Cell (RSMC) are the salient aspects of the project.
Road safety is an integral part of road design right from planning stage and safety audit of highways has been taken-up to identify vulnerable spots. High priority has been accorded to rectification of black spots in the highways. The Highways Department had undertaken various measures to improve the road geometry during the period of 2014-15 to 2022-23, a total amount of Rs.2220.81crore has been allocated for these works. Apart from the CRIDP funds, works to a tune of Rs.950crore have also been undertaken through Road Safety funds.

In the year 2021-22, 401 numbers of works have been sanctioned at a cost of Rs.200.00 Crore for Road Safety under CRIDP scheme. These works are in various stage of progress. Under Road Safety Fund 99 numbers of works to a tune of Rs.100 Crore has been sanctioned and these works are in various stage of progress.
In the current financial year 2022-23, 531 number of works have been sanctioned at a cost of Rs.191.37Crore for Road Safety under CRIDP scheme
Black spots* are identified every year based on the occurrence of accidents and to carryout improvements to reduce the fatal accidents. Accordingly, the list of Blackspots where fatal accidents occurred from 2013 to 2019 have been identified and improved as detailed below:
*Blackspot is a 500m stretch of Highway where 5 road accidents (in all three years put together involving fatalities/grievous injuries) took place during the last 3 calendar years

Flood Restoration Works:
Spill over works like construction of new storm water drains and culverts to prevent flooding to a value of Rs.352.41 crore have been taken up and works are in progress. During 2021-22, Permanent flood mitigation works such as construction of additional bridges, additional vent ways, Minor CD works, Replacing Pipe Culverts, Construction of Drains/ Macro Drains, Reconstruction of Damaged protective works and capacity augmentation such as purchasing new machineries, pump sets and generators were sanctioned for a value of Rs. 392.16 Crore and works are being implemented. During the North – East Monsoon 2021, Rs.17 Crore has been sanctioned under State Disaster Relief Fund for temporary restoration of damages caused in road surface and structures and works have been completed.
Maintenance Works:
Proper maintenance of road infrastructure is essential for easy movement of traffic. Timely and proper maintenance of roads reduces construction cost. Proper maintenance of bridges, which are constructed at huge cost, enhances its life span.
In addition, maintenance of cross drainage works facilitate easy draining of flood water during monsoon period and reduces the damage to the riding surface.
Renewal and maintenance of roads and bridges are carried out as per IRC norms, MORTH specifications under non-plan maintenance fund.
An allocation of Rs.784.24Crore was made for maintenance of roads and bridges and renewal of 2434km length of roads has been completed at an expenditure of Rs. 694.63Crore in the year 2021 – 2022. Budget allotment of Rs 765.36 Crore has been provided for 2022-23.
Some of the major projects are being progressed as follows
• Construction of Ukkadam – Athupalam flyover upto oppanakara street in Coimbatore city at a cost of 405.93Cr - Work under progress
• In Villupuram District, widening from Two Lane to Four Lane with Paved shoulder at km 0/0-4/0 and Widening from Two Lane to Four Lane with Paved shoulder and Strengthening at km 4/0- 16/0 of Tindivanam - Marakkanam road (SH 134) including Widening and Reconstruction of CD works, Construction of RCC drain, Center Median, Providing Bus Lay bye, Paver block and Construction of Retaining wall at a cost of Rs.160.00Crore – work under progress
• In Thiruvannamalai District, widening from Two Lane to Four Lane and Improvements at km 84/7 - 104/2 of Cuddalore - Chittoor Road including Construction of Centre Median, Drain, Retaining Wall, Reconstruction and Widening of Culverts, Construction of Minor Bridges, Junction Improvements and Providing Paver Blocks at a cost of Rs.140.00Crore - work under progress.
• In Kancheepuram District, widening from Two Lane to Four Lane and Improvements at km 11/6 - 20/0 of 46 Tambaram - Mudichur - Sriperumbudur Road including construction of minor bridge at km 11/8 , widening of minor bridge at 15/4 ,widening of major bridge at km 16/6 and CD works at a cost of Rs.108.50 Crore - work under progress.
• Construction of Goripalayam flyover in Madurai city at a cost of Rs.199.12Cr – work is in design stage
• Elevated corridor along Tiruchirapalli – Pudukottai – Aranthangi - Memisal Bypass road through Gandhi statue to Trichy court Roundana - 1.6 km – DPR stage
• Elevated corridor along Nelpettai to Avaniyapuram junction – 4.8 Km - DPR stage
